The development of personnel potential of the joint territorial groups in the context of the implementation of administrative territorial reform in Ukraine

ANNOTATION

The article analyzes the personnel potential of the combined territorial communities of the Lviv region. Quan-titative indicators of the decentralization process realization on the national and regional levels were identi-fied and grouped. The rational criteria that determine the quantitative and qualitative structure of the execu-tive committee of the council of the united territorial community are presented, and suggestions for their ap-plication are presented. In the course of the carried out by the author of the questionnaire revealed vulnera-ble elements of staffing of joint territorial groups and the development of measures to eliminate them. In con-nection with this, the ways of using external personnel resources for the purpose of social and economic ac-tivity of the community, which have been adapted to the main areas of joint territorial groups activity, have been suggested.

In order to adapt the level of services provided to the population by clerks of executive committees of the combined territorial communities to national and world standards, the author developed a model of the qual-ity management system of the administrative apparatus of the territorial communities

The main indicators are indicated, with the help of which the management of the OTG will be able to monitor the services provided.
