Administrative-territorial reform in the context of public administration improving

ANNOTATION

The results of the study of modern governance were showed. The existing administrative divisions where the control system built from top to bottom based on the advantages of the central government over local communities hinders democratic reforms in the country. The system of measures to ensure a systematic approach to administrative-territorial reform was proposed. Specified on ways to improve and reform the budget and tax legislation, which is the basis of creating and de-velopment of administrative forms. This will be an important step towards fiscal decentralization that signifi-cantly expand the revenue base of local budgets, and will strengthen the financial position for the economic de-velopment of the territory. The basis of the territorial-administrative reform should be decentralization of government administration and regional governments. Should be conducted simultaneously and local government reform. It is necessary to min-imize contact state and the citizen or entrepreneur, then the corruption can be overcome, the less relevant the less there issues that must be addressed. Presented as specifying an option reform of public administration which clearly will be reflected separation and independence of the three branches of government – legislative, executive and judicial.
