FORESIGHT RESEARCH: FORECAST OR PREDICTION?

ANNOTATION

The future must be controlled. Modern research methodologies are capable of reliably assessing the phenomena that occur and designing the desired future. Simulation of possible prospects for the development of agrarian enterprises requires a generalization of knowledge about the results of their activities. Trends in the research process should be based on facts. A significant level of instability in the country's economy requires promising tools and rich foreign experience. Significance of foresight research is confirmed by the effectiveness of large foresight projects in a number of European countries. The author examines the mechanisms of implementation of foreign foresight research and the possibility of their implementation in the conditions of domestic realities. The conducted research made it possible to identify, generalize and compare the common features of forecasting and prediction and to design them to achieve the desired future. It is proposed to develop onsite research technology with the help of IT technology for maximum efficiency and research effectiveness. The definition of "preventive scientific modeling" is proposed, which carries the content of generalized methods of forecasting and prediction. Its legislative consolidation is proposed. The synergetic effect from the use of a large number of methods of economic diagnostics is proposed to be directed to the desired corresponding end result. Prevention of negative consequences is placed in the priority overcoming the consequences of their actions. The trends of alternative tools and research methods are distinguished. The author is convinced that foresight technology will open new horizons for the development of the state in general and regions in particular. The newest approaches to realizing a dream come true should become new. The dynamic nature of onsite research provides an opportunity to keep track of the entire course of the process in the research field, thus covering sufficiently significant segments of time.
