STATE REGULATION OF THE PROCESS OF FORMATION OF SMALL AND MEDIUM AGRIENTERPRISES: THE MACRO-REGIONAL ASPECT

ANNOTATION

Successful organization of agricultural enterprises activity is largely specified by their structure. First of all, it concerns an involving in the reproduction process of small and medium agro-enterprises. The practical experience of the agrarian sector functioning in the EU countries shows that the success, efficiency of agricultural production depends on involving in this process of small and medium forms of management. The small and medium agro-enterprises in terms of market relations functioning provide successful tasks solution related to the agricultural production, social protection of society, ecology preservation, etc.

Taking into account the results of research and analysis, small and medium agro-enterprises have not been properly formed and developed in Ukraine. The most important specific reasons are the absence of a specific state program, the concept of their formation and development.

Most of the agricultural sector belongs to large agricultural enterprises, which have the largest development in the central, eastern and southern regions of Ukraine. The functioning of agroholdings has a number of disadvantages, including a negative impact on rural areas. Negative influence on the development of the agricultural market is carried out by the unformed material and technical base of domestic agricultural machinery. Also, the disorganized formation of agricultural enterprises negatively affected the process of creating new agroformations.

General, typical approaches to their implementation in the context of certain regions of Ukraine delay and make impossible the formation of small and medium agro-enterprises. The authors have critically and substantively investigated the legislative foundations of private land tenure. This especially refers to the atrophied peasants' perception the right of private ownership.

The article deals with the land fund inventory, reprivatization and de-privatization of land plots aimed at their redistribution to small and medium agro-enterprises.
