Мethodological aspects of strategic planning in the context of development of amalgamated territorial communities in Ukraine

ANNOTATION

The article describes the process of strategic planning within newly created amalgamated territorial communities. The emphasis is made on key miscalculations that are made in the process of shaping of the development strategy an ATC. The work identifies some inconsistencies between the provisions of the strategies and the timetable for their implementation.

A terminological component of the definition of “strategic planning” processes is analyzed in the research. The article describes advantages of medium-term planning of territorial development in comparison with a long-term one. The study also outlines advantages of involving of a wide range of citizens in creation of a medium- and long-term plan for development of an ATC.

Examining approaches to territorial planning, the research presents basic principles of strategic planning for a community development.

The study considers views of the leading international institutions, conducting researches in the field of local self-government, in particular the Institute of Sustainable Communities (USA), which offers the following components for assessment of the relevance of community development to the principles of sustainable development, namely environmental integrity, economic security, rights and responsibilities, social welfare.

The work argues the necessity to carry out a SWOT analysis as an element of formation of a strategy of development of amalgamated territorial communities.

The article proposes an optimal list of representatives to be involved in development of a community strategic plan.

The authors of the research supplies an optimal indicative timetable for development of a community strategic plan, which includes the main stages of strategy development and is estimated for approximately 9 months (an optimal, in the authors’ opinion, term for development of a community development strategy).

In the process of the work writing, the authors also suggested the principles for forming of working groups on strategy development and the optimal number of participants, involved the groups work.
