Іmperative principles of financial policy of sustainable development of rural territories

ANNOTATION

In economically developed countries, the leading role belongs to the vector of rural development as a key element of their national strategies. The practical component of implementation of the concept of sustainable development of rural territories suggests systematization of rules, methods, systems and mechanisms in a complex action with socio-economic principles of its implementation. The main objective of the research is to substantiate the financial aspects of sustainable rural development in the context of ensuring of the quality of rural residents’ living. The theoretical and methodological foundations of the study are provided by general scientific and special methods, as well as by use of a dialectical approach. Particularly, the monographic method served for substantiation of the concepts of "financial policy", "rural territories", "sustainable development". The structural-logical method is used for determination of the role and directions of financial policy, substantiation of conceptual issues of the strategy for sustainable development of rural territories. The research argues the role of financial policy in promoting of the effective implementation of certain social, environmental, financial, and other functional measures by the state. The study also defines the purpose of financial policy of the state, which increases the gross domestic product, improves efficient use of state financial resources. The authors of the article substantiate intrinsic characteristics of sustainable development of rural territories. It has been found that the financial policy of sustainable development is positioned as a crucial factor in implementation of public functions in the agricultural domain, which is closely intertwined with the management of agricultural economics, imprving efficiency of agricultural production and living of rural population. The study shapes an idea for sustainable development of rural territories, which claims to ensure a high standard of living and harmonious development of environmental, social and economic spheres. Sustainable economic development of rural territories is secured by public financial policy as a part of social and economic policy of the state to ensure sustainable growth of financial resources, financial support for implementation of social and economic programs. The research applied a comprehensive approach to consideration of the problem of implementation of a balanced financial policy of sustainable economic development of rural territories that is aimed at fulfilment of social and economic programs on increase of the level and quality of population’s life.
