Impact of export-import transactions on the establishment of food safety of Ukraine

ANNOTATION

The article supplies results of the research on the impact of transactions of export and import of agricultural products and food products on establishment of food safety of Ukraine. It is demonstrated that the impact is considerable and generally positive. The growth of the volume of agricultural products export stimulates innovative development of the agrarian sector of the country economy, which, in its turn, acts as a factor of formation of physical availability of food for extended periods of time. The job places, created due to such kind of activities, as well as inflow of funds in the state budget, and refilling of foreign currency resources of the country contribute to establishment of the economic availability of food due to the growth of population earning. Import transactions contribute to an increase of the physical and economic availability of food for population. The author analyzes the impact of export and import transactions on formation of balances of the main kinds of food in Ukraine. It is determined that the volume of import of the essential food products in Ukraine meets the criteria of food safety of the country. A high share of import of some kinds of food in some cases is typical for the world practice, whereas in the others – it points at the prospects of import substitution by the corresponding segments of the domestic market. Thus, it is possible to conclude that import creates a competitive environment, which contributes to establishment of high standards of quality and safety of food products, improves their price availability for population. It is argued that prices of export of the main kinds of agricultural products by Ukrainian enterprises are lower by the similar indicators on the average in the world and countries of the Eastern Europe. It confirms the low efficiency of export, and thus the country experiences significant losses. In the article, it is stressed on the necessity to improve the institutional supply of the foreign trade transactions concerning agro-food products with consideration of the requirements of food safety of the country. It is demonstrated that the regulatory impact, made by the state, should be done first by the market methods. The administrative leverage can be involved under force majeure circumstances and clear threats to the social interests.
