STATE LEVERS AND MECHANISMS TO STIMULATE DEVELOPMENT OF ECONOMIC ACTIVITIES OF AGRICULTURAL ENTERPRISES

ANNOTATION

The article substantiates the need to improve state regulation of economic activity of agricultural enterprises through effective levers and mechanisms. It is proven that the system of state support for agricultural entrepreneurship should be an important component of state regulation. Two main directions of state support for the development of agricultural entrepreneurship are considered: direct and indirect.

It is argued that direct support includes state support for entrepreneurship through budget allocations. The main mechanisms of budget policy in the context of state support of agricultural enterprises are presented. The need to ensure the development of agricultural entrepreneurship through budget allocations is an obvious way of state regulation of agricultural enterprises.

It is clarified that indirect state support should include providing access to credit resources enterprises, improving the infrastructure of the financial and credit market, ensuring simplification of access of agricultural enterprises to trading on exchanges, creating a system for disclosing information on securities transactions on exchanges. Emphasis is placed on the need for investment activities of agricultural enterprises in the context of intensifying their activities.

It is argued that along with the state regulation of investment and innovation activities of agricultural producers, it is necessary to effectively implement investment policy at the enterprises themselves. It is determined that in order to improve innovation and investment activities and increase its efficiency, agricultural enterprises, depending on their economic condition, should shape different types of investment strategies. It is noted that formation of an effective investment strategy of an agricultural enterprise requires development of an investment management system.
