The work analyzes consequences of the structural transformation of land relations and pays great attention to improvement of land management and conditions of control over the land use and protection in Ukraine, taking into account socio-economic, natural and especially environmental conditions in the process of land relations reforming. The research gives assessment of the state control over the use and protection of land, provides proposals concerning formation of the appropriate conditions for the efficient, rational and environmentally friendly land use.

Exacerbation of transformational contradictions in the organization of land use of various forms of ownership in Ukraine under the influence of establishing a full market of agricultural land has highlighted the need for a new paradigm of social development, in which the task of achieving quantitative growth of land use income is considered along with the land use and protection.

The scientific novelty of the article is in justification of the fact, that considering opening of the free market of agricultural lands in Ukraine, it is necessary to set a balance between the authorized bodies and land users at different hierarchical levels. Scientific approaches to introduction of the ecological and economic principles of land surveying supply, following ecological norms while using land, are developed and recommended.

It is proposed to solve the problems of land protection, soil fertility and environmental safety of rural areas by bringing land management to the European standards and taking the state control, along with developing that procedure and approving the appropriate law.
