Theoretical fundamentals of the organization of monitoring for the social and economic development of united territorial communities

ANNOTATION

The article is devoted to studying the issues related to the theoretical fundamentals of the organization of monitoring for the social and economic development of united territorial communities. It is proven that monitoring is interpreted from the positions of: system (monitoring is a whole system of collection, payment, analysis, assessment and forecasting of the socials and economic conditions of territories), process (monitoring acts as a process that allows timely detection of deviations and the causes of these deviations during the activities implementation by managerial bodies of the united territorial community), three-level model (monitoring is considered as a three-level model, where planning measures are carried out at the first level; monitoring is carried out at the second level; project implementation measures are formed at the third level), continuous observation (monitoring is a continuous observation for the conditions of the object, development of the phenomenon throughout the entire period in order to determine measures of the strategies of social and economic development). It is determined that the very essence of monitoring is a complex process of continuous observation using predetermined indicators characterizing the state and prospects of the selected object.

The general definition of the concept of monitoring for the social and economic development of united territorial communities is a set of methods and measures to achieve a predetermined goal. It is noted that organization of monitoring includes implementation of the measures aimed at solving certain problematic issues: creating a strategy for the social and economic development of the united territorial community; defining the limits of its management, etc. It is proven that for the rational organization of monitoring, it is necessary to distinguish the sequence of its implementation. Therefore, the main stages of monitoring should be distinguished, namely methodical, technical and organizational. Each of the above stages contains its specific characteristics, goals and means of implementation.
