System of assessment of the foreign economic security of agricultural enterprises

ANNOTATION

The issues of foreign economic security are of significant importance in the sense of scientific research and practical value in terms of the need to guarantee in the system of economic, food, or national security in general. This type of security acquires exceptional importance in the context of agricultural production, which is a priority in the system of the national economy and shapes significant indicators of profitability in the context of export-import activities. Today, the agricultural sector follows the national trends of strengthening interstate interaction and trade relations, which precede an increase in dependence on the factors of global environment, which, along with undeniable economic advantages, carry certain threats and limitations. The actual detection of the quality of foreign economic activity is the root cause of the feasibility of analyzing the relevant security characteristics. However, in the current Ukrainian conditions, the mechanisms and methods of assessing national and economic security are detailed and thoroughly researched with the corresponding reflection in the normative and legal field, namely in legislative acts and departmental orders and recommendations. In turn, the agricultural sector is poorly researched in the sense of the methodology for assessing foreign economic security. There is no actual mechanism and list of relevant indicators that are systematized and adapted to modern conditions of interstate interaction.The evaluation system in the context of the agricultural sector is tangentially justified within the Methodological recommendations for calculating the level of economic security of Ukraine, which are approved by the Order of the Ministry of Economic Development and Trade of Ukraine. In particular, the mechanism for assessing the foreign economic security of enterprises in the sector is understudied, although these enterprises establish absolute results and qualitative parameters of economic efficiency in the sense of international trade. Thus, effectiveness of the export-import activity of agricultural enterprises determines the state of efficiency of the sector in general, and therefore national security. There is no list of indicators that form the basis of the evaluation system itself. Grouping at the level of analysis criteria is also absent that raises risks of violating the objectivity of the evaluation results. Moreover, due to the absence of a defined list of criteria and indicators, there is no system of normative or threshold values that determine the quality of the results of the foreign economic activity of agricultural enterprises. The lack of an effective and substantiated mechanism for assessing the conditions of foreign economic security eliminates the possibility of effective management and countermeasures against crisis phenomena, because it is impossible to conduct a factor analysis when forecasting performance indicators. As a result of scientific and practical research, it is expedient to develop approaches for calculating integral values of foreign economic security of agricultural enterprises.The expediency of developing a system and evaluation mechanism requires consideration of a spectrum of the specific industry features, which actualizes research specifically in the context of the agricultural sector.
