TRANSFORMATION OF UKRAINE'S FOREIGN TRADE POLICY IN THE CONDITIONS OF WAR

ANNOTATION

The article analyzes the volume and structure of Ukraine's import and export operations for the years 2022 and 2023. It highlights the challenges that Ukraine's foreign trade is facing due to the full-scale invasion by Russia. The invasion has resulted in a collapse of Ukraine's trade, causing significant changes in the import and export. Ukraine's ports have lost their prominence as the main gateways for exports due to the Russian blockade. This has led to a shift in the geographical structure of Ukraine's imports and exports. The loss of territory and damage to industrial facilities in export-oriented industries are some of the reasons for this decline. In addition, the blockade of Ukraine's Black Sea ports, through which Kyiv used to ship about two-thirds of its exports, has further contributed to the decline. These changes have affected various regions of the world differently. While exports to the European Union increased by 1.7%, trade with other regions of the world fell by 20% to 90%. The situation with imports is somewhat different, with the EU accounting for 51% of Ukraine's imports and all other regions of the world, except the Middle East, experiencing a drop. The Russian invasion has affected all sectors of Ukraine's economy. While the impact was relatively minor in the case of agri-food products, other sectors that are important for Ukraine's exports saw very significant declines Sales of metallurgical products fell by 62%, while sales of minerals dropped by 49%. These two categories of goods accounted for 24% and 12% of Ukraine's exports, respectively, in 2021. These changes are primarily due to the war, and they have also affected the regulation of foreign trade policy. As the situation is changing dynamically, we can expect changes in the business directions of foreign economic operators in the near future.
